The designers did say in interviews that personal transport would not necessarily be replaced, just more efficient, put into auto-piloted streams for longer distance travel. And from what I understand, they see both the below-ground and above-ground systems as expandable (grow-able) to fit needs -- more bottom-up than top-down.
