A predetermined route is set out with estimated times of passing major intersections and a start and finish point and time. The idea is that cyclists can join and leave the group to and from work and so the group has safety in numbers and also becomes a social way of getting to work and home again on your bicycle. In any city a pattern of four or five routes could be set out and then each could have four or six setting out times throught the day concentrated around the most 'passengers'.
School kids in Australia started the idea with a walking school bus which has two adults one 'driving' up front and one bringing up the rear. As the mob of kids walk to school it grows as various parents meet the walking school bus as it passes their houses and streets. Again safety in numbers and adult supervision for the kids and a great way to keep fit. Cool idea huh!

Here’s an idea from Sydney. The Bike Bus.
