Consider the fact that electric motors are much more energy efficient than internal combustion engines (ICE). So much more efficient, in fact, that it makes all the sense in the world to look at electric transportation as ‘the answer.’ If you do your due diligence on the matter, I’m curtain you’ll agree - even if you never care to admit it ;)
Take trains for example. What do you think is used as the primary drive-train for locomotives? Diesel engines? No, not really. It’s actually huge electric motor that directly moves the train. In fact, trains don’t use transmissions because an electric motor’s torque is greatest at zero RPMs. And what directly powers the motor is a configuration of batteries and ultra-capacitors. And an on-board diesel engine is used to spin a generator to keep the batteries charged.
Now, why not just move the train with the diesel engine alone and cut out the middle man (electric motor)? If you allow yourself to think about it, it’s simple. Any ICE, including diesel engines have an optimal RPM, the RPM at which the engine is most efficient. And it’s very inefficient to accelerate and slow down an engine repeatedly as in most cars people drive. So, if the engine is able to be kept at a constant RPM turning a generator that is serving as an on-board power-plant for the electric drive-train (that’s already more efficient than an ICE), then what is achieved is maximum efficiency, which means minimum energy wasted, which in-turn means the least amount of fuel is used to serve the purpose.
Electric vehicles used as daily commuters will more than likely be powered by the grid, which is primarily juiced by coal, nuclear, etc. But this is still more efficient than using an ICE car. Even more so than a hyped-up hybrid like the Toyota Prius. This means less CO2. And if investments in energy from wind and solar continue to increase, then this will only improve.

If the vehicle has 4 wheels and can exceed 30 MPH.. it is considered a car and will be classified as such.. including all of the safety standards and crash tests.
