With one of the lowest population densities in Europe much of the land is literally returning to the wild. So the notion of a new "eco city" is Estonia something of a paradox as I doubt it could rival the overall sustainability of the population as a whole (unless of course it simply becomes a replacement for many urban dwellers of the old soviet block houses).
