With every code change the inspectors in CA have to adjust, its just one more change. Code enforcement and the building departments on a local level do not enforce this type of code change in existing buildings but instead the requirements are for new construction and significant remodels only.  I have not heard anything about a shortage of building inspectors, and I doubt that this will cause any significant increases in demand. A green building code does not require specialty green inspectors, just current building inspectors with a copy of the code to study and work from.
